First check: your town's threshold
A Licence III can be created in a town as long as the number of 3rd and 4th-category establishments stays below the threshold of one per 450 residents. Beyond that, no new opening is possible: an entrepreneur has to buy an existing licence.
This is the criterion that weighs most on the price of a Licence III. Your expert checks it for your town and for the towns to which the licence can be transferred.
The other criteria we study
- Local demand: wine bars, wine shops, delicatessens and restaurants looking in your area
- The date the licence was last operated and the risk of expiry after five years
- Whether the licence can be transferred within the département or to a neighbouring one
- The situation of the holder and of any related business

Not sure about the category?
The declaration receipt issued by the town hall shows it. An old Licence II is now a Licence III. If in doubt, choose the one that seems right: your expert checks it with you when they call.
